Topping up playground mulch -- adding new mulch to existing mulch -- replaces decomposed and displaced mulch to bring the mulch layer back up to the depth required for injury prevention. Playground mulch should never be spread over hard surfaces such as concrete and asphalt. Before adding new mulch, whether it is wood or rubber mulch, rake the entire area, tilling the old mulch thoroughly.
Then add your new mulch to raise the mulch layer to the desired depth. Raking the mulch well creates a uniform surface. Wood and wood fiber mulches are organic, which is why they decompose and compact.
